NEWS RELEASE February 14, 1997 For Immediate Release LIBERAL SENATOR CARSTAIRS' SOCIAL RE-ENGINEERING PROJECTS NEVER STOP "The Liberals gave us the Young Offenders Act, now they're telling parents how to raise their children." Yorkton - Today, Garry Breitkreuz, MP for Yorkton-Melville, defended parental rights and responsibilities, and slammed the bill introduced by Liberal Senator Sharon Carstairs (Bill S-14) which would repeal section 43 of the Criminal Code of Canada. Section 43 protects parents and teachers who use "reasonable" force to discipline children under their care and responsibility. "If Carstairs' bill becomes law, any parent who gives their kid a little swat on the behind could be charged with assault under the Criminal Code. This is simply ridiculous! Parents don't just have responsibilities, they have rights too," declared Breitkreuz. "Instead of trying to repeal useful sections of the Criminal Code like section 43, Carstairs should be more concerned about enforcing section 215 which says parents have the 'legal duty to provide the necessaries of life for a child under the age of sixteen.' Spanking a kid that misbehaves is not child abuse and most sensible parents realize this, but not Senator Carstairs, unfortunately. Read section 43 carefully - it only protects parents who use "reasonable" force to discipline their children, not parents who beat their kids," explained Breitkreuz. After the passage of Bill C-68 (the Liberal's anti-gun bill), witnesses attending a teachers' conference in Winnipeg sent me written notes documenting the following statement from Senator Carstairs: 'Bill C-68 is not about crime and violence but is rather a bill to socially engineer our country and change our culture.' Obviously, Senator Carstairs and her Liberal friends don't want to limit their social re-engineering to violating the fundamental rights and freedoms of responsible firearm owners. They also want to restrict the fundamental rights, freedoms and responsibilities of parents to raise their children without unnecessary and unreasonable interference from the State. This is exactly why I introduced my parental rights and responsibilities motion (M-300) in the House of Commons last November," said Breitkreuz. "The Liberals and Tories gave us the Young Offenders Act. What a mess that has created. Now they're going to tell us how to raise our children? It's obvious what I think. What do the people of Saskatchewan think? Please call me at 1-800-667-6606." -30- For a copy of M-300 and a Parental Rights Petition please call: Yorkton: (306) 782-3309 Ottawa: (613) 992-4394 Motion M-300 states: That, in the opinion of this House, the government should authorize a proclamation to be issued by the Governor General under the Great Seal of Canada amending Section 7 of the Canadian Charter of Rights and Freedoms to: (a) recognize the fundamental right of individuals to pursue family life free from undue interference by the state, and (b) recognize the fundamental right and responsibility of parents to direct the upbringing of their children, and urge the legislative assemblies of the other provinces to do likewise.
