Introduction

On 22 September, 1994, 15,000 responsible Canadian firearm owners gathered on Parliament Hill to protest the Liberal government's intention to introduce additional gun controls in Canada, including the registration of all presently non-restricted firearms (Fife, 94-09-22, p.2).

The Honorable Allan Rock, Minister of Justice, assured demonstrators that "...registration does not mean confiscation" (Harper, 94-10-22, p.A1) 1 .

He later made statements to the effect that firearm registration won't cost Canadians, and gun-owning Canadians in particular, anything (Harper, 94-10-22, p.A23).
