While I applaud the goal of Crime Stoppers and the countless hours of hard volunteer work done by both police members and non-uniformed citizens, I can no longer continue in good faith to support Crime Stoppers for reasons which I will try to explain to you. Please find attached a copy of a letter I wrote to Grant Obst, president of the CPA shortly after their 'vote' to continue to support the billion dollar boondoggle, Bill C-68. Note that I wrote this letter before the $200 million payout was publicized. It is no secret that the majority of constables on the street were as perplexed by the CPA's decision as were we in the Responsible Shooting Community. They turned their back on 5 million decent law-abiding firearms owners, however, by closing ranks and keeping silent. Please also read the attached flyer I have prepared which explains how the police 'services' of Canada have forgotten about Peel's Nine Principles of Policing, to the detriment of the continuation of 'Civil Order and Good Government' in Canada. Because the police no longer wish to support the harmless legal activities of decent, hard working, law abiding Canadians such as myself, I can no longer support them. I truly regret having to take this action, but my conscience and love of democratic freedom tells me that without some form of peaceful expression of protest this process of steam rollering Statism will go unchecked until our children no longer have even the illusion of democracy. Please strike my name from your list of supporters immediately. If at some future time the various police 'services' of Canada once again see fit to direct their support to the honest citizen and their ire at the known felon, then I will be pleased to once again support Crime Stoppers. Brian Farmer, 55, was charged yesterday with offences related to the weapon, said Supt. Jim Miller, director of the OPP criminal investigations branch in Orillia. "There are several charges, but it all pertains to one weapon," said Miller in a telephone interview yesterday. "It was a restricted weapon . . . a handgun." Farmer has been charged with possessing stolen property, failing to obtain a permit to transport restricted weapons and carelessly storing a firearm. He is to appear in court in London June 5. Miller said the investigating officer, Det. Insp. Mark Vanzant, was assigned the case in December after "information came from someone in the public. "I can't get into it," Miller said when pressed for details. There appeared to be some confusion as to why Orillia-based investigators were in charge of a London-area case. Sgt. Dave Rektor, a local OPP spokesperson, said it was standard procedure "because it is a criminal investigation." But Miller said the criminal investigations branch took over the probe at the request of Western Region OPP because of Farmer's position as Crown attorney. "Since this is a high-profile thing,, we were asked to do it," said Miller. The impact of the charges on Farmer's status as Crown attorney was unclear last night. Farmer graduated from the University of Western Ontario and was called to the bar in 1975. He joined the Middlesex Crown office in 1977 after two years in private practice. He was appointed Crown attorney for Bruce County in 1984, resigning four years later. While in Bruce County, he was involved in the prosecution of a 25-year-old woman charged with second-degree murder in the death of her 11-month-old son. It has only taken 1 1/2 years and three Solicitor Generals (Runciman, Tsubouchi and now Turnbull). Ontario's Information and Privacy Commissioner (IPC/O), Dr. Ann Cavoukian has accepted the rationale of my appeal of the Solicitor General's and CFO insistence that they had answered all my questions about Ontario's malfunctioning system of alternate certification - when they clearly and truly had not done so. (Keep this all in context, Ontario's PCs have sworn they do NOT support C-68; that not one dollar will be spent on supporting it - Ontario even spent our tax dollars on the Alberta and Supreme Court challenge and the provincial government has finally admitted to a $10 mil, 150 - 200 person, CFO's boiler room operation). After the initial refusal to respond to questions about alternate certification, 12 questions were asked via the Sol Gen's and CFO's Privacy Co-ordinator. While most were answered, like the 89% failure rate of applicants, several questions failed to receive complete and satisfactory answers. Very surprisingly, I later learned that "government officials, our paid public servants and OUR employees no less - under the various Freedom of Information and Privacy Acts - "are NOT required to answer any questions or provide any specific information" that a citizen may legitimately request. The Freedom of Information laws only require that "specific government records be provided" if the citizen is able to make a case for establishing the probability that the records actually exist and gives a satisfactory rationale for access to those specific records. Accordingly, I have requested the personnel records of the CFO staffer who developed the CFO's alternate certification oral test. My original question about what training in pedagogical methods and test construction was held by the public servant who developed the CFO's test was refused. But, the IPC/O has agreed that as a Human Resources professional with a Ph. D. in psychology I am capable of assessing and making judgements about individual's credentials, especially in this area. No breakdown was provided to my original and succeeding questions about the number and structure of the CFO's staff, i.e. the number of professional, support, full-time and part-time personnel, etc. so I have requested either the provision of this information or the personnel records for all staff. From this information I can formulate my own staffing statistics. The CFO ignored the question and refused to provide any information about who made the decision in Ontario (contrary to the federal government's stated legislative intentions, the Federal Chief FO's model format and the provincial government's promise of support for the RFC) to utilize a "test" versus the use of a Prior Learning Assessment tool as proposed in FCFO documents. The IPC/O has decided that my alternate request for copies of all minutes of meetings, briefing notes, etc. is a legitimate request for 'records' that will provide the requested information. Was the decision made by the CFO, the Commissioner of the OPP, the Ontario Solicitor General, the Ontario provincial cabinet, or the Premier? It is any wonder the Dudley George legal team has finally gained access to what has been described as a 'truckload' of government records; over 500,000 pages, according to one source. An IPC/O mediator may resolve the matter by simply obtaining straightforward answers to the original questions. And this is Common Sense? In all my years as public servant, I was handed letters like mine and instructed to simply answer the questions. But that was in education, not politics. I keep wondering. When will the Solicitor General simply 'fix' the problem? Where's the Red Tape Reduction Commission? And the federal privacy commissioner has recently complained and written about the veil of secrecy that pervades Ottawa; it's making for dysfunctional government. As least 'back-room Jean' has never boasted, "We are not the government; we are the people you elected to fix the government!"
