"The costs for some of them, because they don't have a large tax base, can take an incredible portion of their yearly budgets, and so some of those municipalities are looking at options ... the possibility of developing their own municipal service or tying into a regional police service," Harvey Cenaiko told The Sun. "Right now, the solicitor general doesn't have a template for establishing other levels or another option for municipal policing." Those options could include augmenting RCMP services with lower-cost special constables, which have less authority but can handle things like traffic stops, Cenaiko said. The president of the Alberta Federation of Police Associations applauds the idea. Edmonton city police Sgt. Peter Kawalilak noted that communities would have more control over regional or municipal cops through local police commissions. PUTTING ON BLINDERS? Mounties do consult with communities they police, "but the end result is that every decision that is made has to be made in Ottawa," Kawalilak said. "Albertans do love their Mounties, and maybe some communities are putting on blinders to policing their communities with options other than the RCMP regional police." Both Kawalilak and Cenaiko said municipalities would likely save money by tailoring their police services to their specific needs. In Sundre, 256 km southwest of Edmonton, officials have talked about looking at alternatives to their present force of RCMP and two town constables. Mayor Wayne Gent said the town's been in a bind since the fall, when the province said it could no longer use special constables on Main Avenue - also Highway 27 - to enforce traffic laws. EXAMINING ALTERNATIVES Coaldale, 524 km south of Edmonton - with its own municipal force and one special constable - is also examining alternatives, said town manager Sheldon Steinke. The town has asked the RCMP for a contract proposal, and has approached nearby Lethbridge to study the possibility of a combined regional police force. Coaldale will spend about $920,000 of its $6-million budget this year - or about 15% - on its municipal police force, Steinke said. The town of 6,008 people gets a $60,000 provincial grant each year to cover policing costs, but covers the rest of the tab, he said. RCMP K-Division spokesman Roxanne Beaubien said Mounties haven't yet fully examined the government's review and can't comment on it. Yes, when placards pronounce and experts announce the prime minister as some principled paragon for peace, another step is taken down the rocky road to delusion. After all, the very idea of principle and the PM somehow ever being linked together is just pure bunkum. So when Lewis MacKenzie, the speaks-his-mind retired Canadian general who opened up Sarajevo for humanitarian aid during the trials and tribulations in the former Yugoslavia, comes up with a story behind the story on why Chretien is so unwilling to join the coalition, one gives it a listen. The general prefaces himself by warning what he offers is not knee-jerk Quebec bashing. He must do this to ensure what he says is not dismissed out of hand. You see, for MacKenzie, the decision of Chretien not to march with the Bush-Blair brigade says little about the PM's philosophy, such as it is, and a whole lot about the gyrations of good old-fashioned politics. Quebec politics. MacKenzie's view is easy to summarize. An amazing 83% of voters in Quebec oppose Canada joining the coalition. There is a provincial election going on in Quebec. If the PM goes to war during the Quebec election, when more than four out of five in that province want no part of it, he will deliver the separatists much needed ammo against the opposition Liberals, led by Jean Charest. Can you imagine Premier Landry of the Parti Quebecois with Canada at war? This is a slap in the face to every citizen of Quebec, he would shout. See how this Canada treats us. We in Quebec are opposed to this war and yet our views carry no weight in Ottawa among those Liberals who would sell us out. Landry and the PQ. Game, set and match. "This is strictly for domestic reasons. It's absolutely the dominant factor. That's why we're not participating in the coalition. This is not to hammer the folks in Quebec, but the prime minister is throwing a bone to Charest in the Quebec election," says MacKenzie. "Chretien wants to help defeat the separatist movement. And now Landry is in the position of having to compliment the prime minister. That's why we are not aligned with our historical allies and why we turned our backs on them." Does this explain why the prime minister finds it so hard to explain his position to anybody? Does this explain why he sees nothing inconsistent with having troops fighting in Iraq, directing American aircraft to their bomb targets and escorting war ships, while not being officially in the war? MacKenzie laughs. "We'll even participate in this war and not take credit for it. It's totally consistent in its inconsistency." The hawks will not be surprised. The doves will take Canada's no-go decision anyway they can get it. The end will justify the means, but hopefully they will not go so far as to now canonize Chretien. There are far more worthy saints. MacKenzie has much to say about Iraq. The muddled diplomacy. One minute this is a war to disarm Iraq of weapons of mass destruction, the next minute this is a fight to free Iraqis, yet another minute the battle is for peace in the Mideast. "They're trying to satisfy so many people so they keep changing the objective, I say pick one and stick to it," says the general who wishes the Americans had waited before striking. By the way, he says the Yanks didn't wait because they received information Saddam would try to torch the oilfields (right) and the regime would fold like a deck of cards (wrong). MacKenzie says it would be best now to take the finger off the trigger, just leave Saddam in Baghdad and not storm the capital city. "Forget Baghdad. Just forget it," he says. "Occupy the rest of the country. Establish an alternative regime and turn Saddam into the mayor of Baghdad. Let him sit there and bomb Baghdad with humanitarian goodies. The job of the RFC leaders is to inform, motivate, guide and mobilize gun owners to protect their firearms freedoms. To support this effort, I released a Red Alert! warning that members of the RFC were losing the firearms fight, for the reasons contained in the short version of "Why the RFC Needs an Ottawa Office, Now." (April 4th) That was followed with the Objectives of the RFC Ottawa Office, modified slightly to emphasize the importance of lobbying, and to focus firearms owners in the right direction. Then an informal RFC Survey was inserted to alert shooters to many important possibilities that the RFC Ottawa Office could undertake on their behalf. Previously, these tasks had been neglected by the firearms community. The letter sought their direct and personal opinions on a wide range of pressing topics and solicited their financial support. Responses to the survey are rolling in each day. When a sufficient number are collected, we will share that information with the RFC, in due course. This is just one way the RFC Ottawa Office can serve the needs of gun owners and be accountable to them. What a novel idea! Subsequently, the letter asked RFC members to broadcast the Red Alert! message to all gun owners on their email lists. Detroit police took 5,037 guns that had jammed their property room to the Rouge Steel Co. plant in Dearborn on Thursday, where they were turned into recycled steel. Some of the guns dated back to the 1970s. Workers at the plant, which produces steel products for the automotive industry, appeared happy to accommodate what the department said was its largest-ever gun burn. "This is huge," said police Chief Jerry Oliver, standing near a mountain of AK47s, sawed-off shotguns, rifles, Uzis and machine guns. "The fact that we're taking these guns out of our circulation means lives will be saved. "And we will have cleared thousands of square feet of space in the property room." Two dump trucks carried the weaponry under guard from police headquarters. A crane with an electromagnet picked the guns up, about 50 at a time. Eventually, the guns went into a melting pot and molten steel at 2,600 degrees was poured over them. Detroit Police want to bring the property room's inventory to a manageable level. Last year, nine people were indicted on charges of stealing more than 200 pounds of cocaine from the room. The case is pending. I, like most of us hopefully, own firearms to shoot and enjoy them. Each summer season I spend three or four days a week shooting gophers. I make a point of taking another shooter out with me and am proud of the fact that I have five or six shooters, that had put away their guns, out and enjoying shooting again. The farmers are happy to have us on their land and often pay expenses. (Not solicited) Most times the land access extends to the fall hunting season and more friendships.
