I had a valid Saskatchewan hunting license and the proper federal migratory bird permits. I did not have a firearms possession license, and the firearm was not registered. Needless to say, this kind of ruined my day, especially since Cpl Warren refused to charge me with any violations of the Firearms Act, which I was intentionally and blatantly contravening as I have been doing since 01 January 2003 when this unjust Act came into full effect. To add injury to insult, Cpl Warren has now requested a destruction order of my firearm. I had to appear in provincial court on Tuesday, 02 March 2004 to contest this destruction, but the case was put over until Tuesday, 07 September 2004. I understand that you will now be handling the case for the Province of Saskatchewan. This seizure and confiscation of my legally owned and responsibly used property is a flagrant abuse of police power. The Minister of Justice of Saskatchewan has pledged that hunters engaged in legal hunting activities will not be prosecuted. This is but an empty promise if the RCMP are allowed to interrupt my hunting, seize my firearm, confiscate my property, and then have the insolence to attempt to destroy my favorite 16 gauge shotgun, all without laying a single criminal charge. I have been denied the use and enjoyment of my property for over five months, and if my case is not heard until September, the RCMP will have had benefit of my property for eleven months before I can even protest . This is intolerable !! This season's ducks will be leaving the province before I can even get into court. Police Minister Andre Haermeyer said the ban would help police over= come a culture of young people arming themselves with swords. "For most people running around the street carrying swords there is ab= solutely no reason for them to be carrying those weapons," he said yesterd= ay. From July, anyone found possessing or selling a sword without a perm= it will face up to six months' jail and fines of up to $12,000. It is the second time in three years Michael Dwight Allen, 32, of no fixed address, has avoided jail time for serious gun-related charges. Allen was charged after Olutobi Johnson, 26, of Toronto was shot April 22, 2003, in the washroom at the Scots Corner pub at Dundas and Wellington streets. Johnson died from his wounds. At the end of Allen's preliminary hearing last week, Ontario Court Justice Kathleen McGowan ruled the second-degree murder charge would not proceed to trial. Allen still faces weapons and drug charges in connection with the shooting. A publication ban has been placed on the evidence given at the hearing until all of Allen's charges have been dealt with. Allen was acquitted in February 2002 of two counts of attempted murder after serving almost a year in custody in connection with a shooting at an after-hours club on Hamilton Road in January 2001. The case was three days into a scheduled 10-day trial when the Crown stopped calling evidence. Neither of the two shooting victims could identify Allen as the man who shot them. One of them could not recall hitting Allen in the face with a beer bottle before the shooting. Allen was under a 10-year firearms possession ban imposed by an Oshawa court in August 1997. He was given time served after he pleaded guilty to a firearms charge. A lifetime weapons ban was also imposed. At the time, his lawyer said Allen was trying to turn his life around. He said Allen planed to return to Toronto where uncles and aunts agreed to help him find a job. Allen had been living on the streets since he was 13 after coming to Canada when he was eight. Klein, in Washington on Monday to argue for renewed trade, said the June timeframe should give U.S. officials enough time to assess public comment about dropping the ban on live cattle from Canada following the discovery of a second case of mad cow disease in December. "I'm more confident now than when the (first) outbreak occurred in Canada last May," said Klein. "This time we are being very aggressive" in pressing Canada's case with political and industry leaders. The Alberta premier, who welcomed word that Ottawa will provide $680 million to cattle producers devastated by the U.S. ban, said safety regulations have all but eliminated any risk and the whole issue has been overblown. "I have never seen anything so ridiculous in my whole life. I have never seen a person in my life with mad cow disease. This manifestation of a problem has cost the industry billions of dollars." Klein also called for a "strike force" of industry and political leaders to tell the world about the safety of North American beef and counteract international paranoia over mad cow disease, or bovine spongiform encephalopathy - BSE. "They (U.S. officials) should be more concerned about bullets flying, about people dying of smoking, about people crossing the street here in Washington, D.C., than BSE because a lot more people are being killed from those things than will ever be killed from BSE." The U.S. border closed to Canadian beef last May after a case of mad cow disease was discovered in Alberta. Some beef products started moving in September but the live cattle trade was delayed when Americans discovered their own case in Washington state. The cow had been purchased in Canada. U.S. officials decided to allow more time, until early April, for public comments on dropping the ban. The only serious American opposition, said Klein, could come from a protectionist organization across the northern border of the United States and anti-meat groups. Observers say the U.S. election could cut both ways. Politicians from midwestern cattle states welcome the ban, but a lot of American meat packers are out of work and the jobless rate is a big issue now for President George W. Bush. Klein said the package from Ottawa should be enough to keep producers going. "It seems to be enough money. That in addition to the $400 million that we put in as a province should be enough to see the farmers through to the end of the (U.S.) comment period." However, Klein suggested the Liberals are trying to buy votes. "The timing and the locations of the announcement would suggest that maybe there's something political attached to this," he said.
