Among the measures delayed until next year is a provision to have police forces across Canada register all their weapons - including seized guns - with the federal agency. New rules governing gun shows have been deferred until November 2006, while regulations that would force gun-makers to identify all firearms with internationally recognized markings won't come into force until the end of 2007. The provisions were initially supposed to take effect last January, but were put off to Sept. 1. Now they've been deferred again. A spokesman for Public Safety Minister Anne McLellan said the deferral is both to "ensure compliance and be responsive to the feedback" on the regulations from the public. "We've done similar things like this before and ultimately we've phased things in and done so in a way that makes it user-friendly for people," Alex Swann said Wednesday. Federal, provincial and municipal police forces across Canada were supposed to register their weapons by last Thursday, but were given a last-minute reprieve. "We're talking in the tens of thousands (of officers) and each police force has to have as many guns as officers, and probably more," said Irene Arsenault, a spokeswoman for the firearms centre. "We've been asked to defer that a bit so they'd have time to set everything up." Neither the Canadian Professional Police Association nor the Canadian Association of Chiefs of Police was able to say Wednesday whether they had lobbied to have the regulations delayed. With a history of bureaucratic backlogs at the Canada Firearms Centre, the deferral will also be a reprieve for federal officials overseeing the rules. The registry has become an easy target. The Liberals promised it would cost taxpayers just $2 million when they introduced it in 1995. "We're making progress, but it may just be a few lives at a time," Chief Justice Roy McMurtry said after meeting with the Toronto Star's editorial board yesterday. "There are no magic buttons to push." McMurtry, who chairs Mayor David Miller's advisory panel on community safety, has been an outspoken voice for young people, arguing they need better opportunities in everything from after-school programs to skills training and jobs. Since 2004, he has chaired the panel that's guiding the city on ways to develop youth programs and curtail violence. "A lot of these problems' root cause is simply poverty, lack of opportunity, lack of hope, lack of self-respect," McMurtry said. "There is obviously a competition for the minds and hearts of many young people with the gang culture." This summer's spike in shootings, many of them in communities rife with poverty, underscores the need for action. "The problems are monumental. They're systemic and many have been ignored by governments for many years," McMurtry said. "To me, it's a disgrace that it's been allowed to grow to the extent it has." He argued for better co-ordination of services; too often, one government department is unaware of what others are doing, much less other levels of government. But he also wants to see a variety of groups involved in finding solutions, including schools, community colleges and universities. His panel, which brings together officials from all three levels of government, also includes youth representatives and the chairs of the city's public and Catholic school boards. In co-operation with community colleges, the panel has helped develop training programs and boosted summer job opportunities for young people in several vulnerable neighbourhoods, including Jane-Finch and Rexdale. That's a start, McMurtry said, but far more is needed, including prodding governments to invest more in these programs. McMurtry acknowledged the fiscal challenges governments face, but he pointed out that the city has had to take on far more than its traditional responsibilities in recent years. That includes maintaining public housing, a task downloaded to the city by the previous Conservative government. Business leaders also need to get more involved in giving young people a chance, he said. "The private sector can provide meaningful job opportunities that will require some forms of training or apprenticeship," McMurtry said. "There has to be that recognition in the private sector, that it goes far beyond a problem of government." On Oct. 3, the mayor will meet with corporate leaders to discuss creating internships geared to youths from vulnerable neighbourhoods. He has repeatedly said that if young people are given job opportunities, they will walk away from gangs. The prevailing desire of the Liberal minority is to avoid tempting the electoral fates before Justice John Gomery issues his report on the sponsorship scandal at year's end, government and party officials said. That means an economic statement expected in about six weeks is unlikely to include fiscal measures that would require an immediate vote in the Commons, they said. Instead any tax cuts or spending initiatives outlined in that document would be delayed until next year's budget - after an election campaign. The Liberals could then use the details of that fiscal statement and of a major economic policy paper to be released about the same time as the backbone of their campaign platform. An official in Prime Minister Paul Martin's office agreed the government will avoid a pre-Gomery election but declined to discuss strategic details. "The prime minister made a commitment to call an election 30 days after Justice Gomery reports," said Martin spokesman Marc Roy. "What we intend to do between now and then is not to play chicken with the opposition. It's to govern and progress on our legislative agenda." But the chicken squawking had already begun this summer as members on both sides of the Commons started warning that political manoeuvring could trigger a fall election. Conservative Leader Stephen Harper essentially dared the government this week to call an election. On Wednesday he would not rule out toppling the Liberals before Gomery reports. There was also some electoral bravado emanating from Liberals at the party's recent summer caucus meeting in Regina. Several Liberals said the government might use this fall's economic statement to lure the Tories into a frustrating dilemma. Should the Liberals introduce confidence bills such as tax cuts, the Tories would be stuck with one of two unattractive options: prop up the government on the eve of an election call, or topple the Liberals before Gomery has a chance to report on the sponsorship scandal. The Liberals appear to be backing away from such talk. One MP who normally relishes taunting the Opposition with electoral dares was more cautious Wednesday. "The Canadian people want answers and Gomery is there to provide the answers," said Toronto MP Jim Karygiannis. "Once we have the answers, 30 days later we'll see you at the polls." A Liberal insider said the prime minister could easily trigger an election without a confidence vote or some other procedural manoeuvre. He said the prime minister could simply cross the street from his official residence to Rideau Hall, announce that he's keeping his promise to hold an election, and ask the Governor General to dissolve Parliament. According to the prime minister's timetable, that election campaign would likely begin before January 15. Gomery is scheduled to deliver two reports: a more sensational one at the beginning of November about what went wrong in the so-called Adscam, and a more technical one by mid-December about what steps the government should take to avoid a repeat of the scandal.
