Stephen Rowland took a walk in his old man's shoes when he wrote a fourth edition of the law enforcement handbook, a best-selling guide on policing co-created by his father. "The book offers a practical approach to the police profession," Rowland said. "It can be used for recruit training or as a handbook for more experienced officers." The pocket book provides the "basic grounding an officer requires to perform their duties" whether they're a patrolman or criminal investigator, he said. HIGHLY RECOMMENDED The must-read for cops and security personnel comes highly recommended by OPP Commissioner Julian Fantino. "I am absolutely convinced that The Law Enforcement Handbook will continue to be a significant factor in expanding the knowledge base of both new and seasoned police officers across Canada," Fantino said. The book was co-authored by Stephen's dad, the late Desmond Rowland, and James Bailey, who helped with the fourth edition. Desmond was a former Peel superintendent, who retired in 1993 to become a law enforcement teacher. Twenty-two people across Canada died after eating Maple Leaf deli meats contaminated with Listeria – products that were traced back to the Bartor Road processing plant. Maple Leaf Foods (TSX: MFI) has said the most likely explanation for the Listeria contamination was an accumulation of bacteria deep within its meat slicing equipment. The exhaustive study examined 22 years of spending by the federal government’s Western Economic Diversification (WED) department. Key findings from the report include: 1. Highly Politicized Spending: the department's spending levels routinely skyrocket and plummet around federal elections 2. Poor Loan Repayment Rate: only 51.8% of taxpayer dollars handed out through loans actually were repaid to the government. Further, $134-million in loans have been written-off since 1987. 3. Overlap: there is significant duplication between WED activities and other levels of government. 4. Unaccountable: although the department was created to drive economic development in Western Canada, it does not track the number of jobs it has created or sustained. 5. Lack of Transparency: department often funds organizations and businesses which in turn hand the funds over to other organizations. Final recipients not disclosed to the public. 6. Legitimate Recipients: many projects receive funding that are worthy of taxpayer dollars. However, appropriate departments, in that instance the department of health, should fund such projects, not through WED's 'catch all' approach. Little wonder the federal government is borrowing $93-million a day. Through extensive research, the CTF brings public exposure to unnecessary spending. He has indicated that this should be accomplished through support of Conservative MP Garry Breitkreuz's private member's bill, C-30, aimed at scrapping the controversial long-gun registry program. Even Liberal Leader Michael Ignatieff, has recently acknowledged that there's a distinction between sport shooters and those who use firearms illegally. Further it was reported that NDP Leader Jack Layton fortunately hasn't shut the door on the possibility of a free vote, saying it's "not a practice" of the NDP to whip its MPs to toe the party line on private members' bills. At least one NDP backbencher, John Rafferty from the northern Ontario riding of Thunder Bay-Rainy River, has publicly campaigned for abolition of the long-gun registry. I believe that the advocates of the gun registry, and the Liberal government, in particular, fail to understand the underlying principle for opposing the long-gun registration. Committing crimes is considered to be serious anti-social behaviour, and the Criminal Code reflects the type of behaviour that is unacceptable. There is a strong stigma attached to someone whose activities must be curtailed or controlled by criminal law. To the best of my knowledge, the firearms sections concerning possession and registry are the only provisions in the Criminal Code geared specifically towards the lawful activities of law-abiding citizens. The legislation only affects criminals by default, as they conveniently "fall outside its scope." This stigmatizes hunters, farmers, and sports shooters as potential threats to society, who must be singled out for the public good. If it's absolutely necessary to a control the lawful activities of law-abiding citizens in order to weed out the criminals, at least control the costs by doing away with the long-gun registry and concentrate on the individual via more in-depth security checks for possession permits. On a personal note, I wish to state that as a Canadian citizen I have complied with the gun registry law, but do so under strong protest. I feel both violated and intimidated by my own government to comply with a law which I feel contravenes my civil liberties. As a Canadian I never felt I would have to live in fear of being branded a criminal by my own government. This is very wrong and unjust. Two transit police officers were cycling between the Nanaimo and 29th Avenue SkyTrain stations when they found a man and woman engaged in sexual activity on the hood of a BMW M5 in the 2600 block of Vaness Avenue. The officers became suspicious of the man's hand movements and, as a result, a loaded .22 calibre revolver was seized. The man, Mohammed Shakil Khan, is well known to police and was under a lifetime prohibition from possessing firearms. He was charged with six firearms charges, including unauthorized possession of a firearm, knowingly possessing a prohibited weapon without a licence, possessing a prohibited weapon with ammunition, carrying a concealed weapon, careless use of a firearm and possessing a firearm contrary to a court order. The woman was released at the scene. The dollar figure represents the salaries and benefits of Calgary Police Service investigators assigned to the Alberta Law Enforcement Response Teams, a group of provincewide integrated units that target gangs. In 2008, the provincial government contributed $5.4 million and Calgary police paid $575,000 for approximately 40 city police officers working under the ALERT umbrella in units such as the Southern Alberta Gang Enforcement Team, the Southern Alberta Marijuana Investigative Team and Criminal Intelligence Service Alberta. But it's much harder, officials said, to determine how much money Calgary police spend internally on day-to-day, front-line efforts against gangs. "Every enforcement option we have has a role in gang stuff," said Supt. Roger Chaffin of the criminal operations division. "That ($6 million) doesn't begin to cover those costs. It's a big number." Patrol officers conduct traffic stops on gang members, drug and vice cases often involve organized crime groups, and many surveillance operations target their members -- none of which are covered by the $6-million tab that pays for the ALERT units. "It's almost impossible for us to answer," Chaffin said. The cost and complexity of gang investigations became evident Monday, when city council approved a request by police for an additional $1 million. The money--which will be taken from a $5-million reserve fund designated for the red-light camera program--will pay for a variety of policing initiatives, but city officials said the request was partially driven by high costs associated with gang investigations such as overtime. Calgary Police Commission chairman Denis Painchaud said investigations are becoming more expensive and complex as organized crime groups in Calgary increasingly operate outside the city, the province, and even outside Canada in some cases. Police have focused much of their efforts on an ongoing war between two Calgary gangs, FOB and the FOB Killers, that has been responsible for at least 25 homicides since 2002. Gang investigators have publicly linked members of the FOB Killers with the United Nations gang based in B. C.'s Lower Mainland, and FOB is known to have ties with the Crazy Dragons, an Edmonton-based group. Although the city recently committed$ 25 million to hiring an additional 200 recruits, a Calgary criminologist said that boost won't have an immediate impact, unlike this week's $1-million injection for organized crime and other investigations. "Police don't have an opportunity to say,'We're going to take six months to train 25 new individuals in this area,"said Doug King of Mount Royal College. Even the Auditor General has stated that it has wasted taxpayers' money and contains data that is unreliable. That is why I was so disappointed last week when three of Manitoba's four NDP MPs supported a Bloc Quebecois motion to maintain the long-gun registry, as did Liberal MP, Anita Neville. Curiously, Churchill NDP MP Niki Ashton was in the House of Commons one minute for voting on other matters but was nowhere to be seen when it came to voting on this particular issue. And NDP MP Jim Maloway voted with the Bloc even though he claims he would like to see the long-gun registry repealed. There are a lot of ways that this money could be more effectively spent. The simple fact of the matter is that criminals don't register their guns. The long-gun registry was not designed to keep firearms out of the hands of dangerous people. As all of the law-abiding firearms owners know, in order to legally acquire a firearm, stringent security and background checks must take place first. It is only after a firearm is legally acquired that it can be registered. If a dangerous person manages to slip through the cracks at the front end of firearms acquisition, the registry does nothing to fix it at the back end. Our government continues to believe that the licensing and training of gun owners is a much better way to ensure that people are fit to own firearms. The long gun registry does nothing to assist with that. Finally, I find it strange that while NDP MP Pat Martin and his colleagues vote in favour of retaining the long-gun registry on the one-hand, they oppose our efforts to bring in four year mandatory prison sentences for "drive by" shootings. The gun registration system is similar to vehicle registration. Just as all vehicles must be registered, all firearms must be registered too, while gun owners must take a course on responsible use and pass background checks to possess or use a gun, just as drivers must hold a licence. "We think licensing serves a valid social policy purpose," said Vic Toews, Manitoba's senior cabinet minister. "Those who are qualified and trained are not a danger." Saskatchewan Tory backbencher MP Garry Breitkreuz currently has a private member's bill before Parliament proposing to eliminate the gun registry for all but prohibited and restricted weapons. But it also contains other gun-related proposals that Toews said have caused some to back away from the bill. A few weeks ago, the government introduced a bill in the Senate that deals only with scrapping the same portion of the registry. "The idea was we might as well put it in the Senate and find out where the Liberal senators are on the issue before it comes to the House," Toews said. "I'm personally very concerned about the chances of either bill." INTERIOR NEWS - APRIL 29, 2009 Police chiefs mislead public http://www.bclocalnews.com/bc_north/interior-news/opinion/letters/43895237.h tml Editor: Just as the Canadian Chiefs of Police deliberately misled Canadians in its push for the long gun registry, so has the Canadian Police Association stepped up its dishonesty in trying to salvage this waste of billions of taxpayer dollars. A bogus study released at a 1997 Chiefs of Police conference in Fredericton overstated the number of long guns "involved" in crime by a factor of nine - including gun collections found during investigations where charges were never laid (i.e., a domestic complaint against a gun collector) or near (but not involved with) a crime or suicide. The Canadian Police Association is now using an eerily similar tactic in its desperate bid to save the registry, as are those in Toronto who are pushing for an outright ban on legally owned handguns. CPA president, Charles Momy claims that a registered rifle found at the scene of the 2005 murder of four RCMP officers in Mayerthorpe, Alberta was "part of the evidence that ultimately led to the arrest and conviction of two men for manslaughter." What led investigators to investigate Hennessey and Cheeseman was a registry hit linking Hennessey's grandfather to a rifle, having nothing to do with the crime, found on Roszko's property. In fact, media reports have indicated that all Hennessey had to do to make a dead end in the investigation was say that the rifle had been stolen. It was in fact Cheeseman's boss, Brad McNish, who came forward with a tip for the police implicating Cheeseman, and a subsequent police sting operation yielded a (what might be considered bogus) confession. The gun registry didn't solve a single thing; the criminal did more to help the prosecution than the registry did. Conscientious journalists should be asking the CPA and the CACP to provide data on how many violent crimes have been adjudicated based mainly on registry information. Momy should also explain how many of the police officers killed with long guns were killed by lowlifes not legally qualified to have guns and why being killed with a registered gun justifies the registry rather than prove its worthlessness. Not only is the CPA being dishonest here, it is also hypocritical in its continued support of the registry. How can anyone take these politically motivated associations serious when they are funded by groups like Taser International and CGI, (who designed and maintain the gun registry's computer system) and who are now embroiled in a sponsorship scandal over it?
