It's purely feel-good silliness equally supported by untold gun owners, most gun orgs, street cops and the Chiefs. (Having said that, what defense remains for the restricted/prohibited registry). During the current firearm hunting season, which closes December 15, the ministry is monitoring harvested deer in north-western Ontario for the presence of Chronic Wasting Disease. Ministry wildlife research technician crews have been canvassing hunters in the field to collect tissue samples from harvested deer in Wildlife Management Units 11B, 12A, 12B, 13 and 14. Technicians remove a small amount of tissue from the head of the deer and then return the deer to the hunter. "The ministry is working to gather as many samples as possible," says Thunder Bay District management biologist Michael Deschamps. "Hunters who were not contacted in the field are asked to take the heads of yearling or older deer to one of the ministry freezer depots in Thunder Bay, Atikokan or Ignace as soon as possible - preferably within a few days of being harvested." The disease has never been found in wild deer or moose in Ontario and there is no evidence that it can be transmitted to humans or domestic livestock. It has been detected in deer in Alberta, Saskatchewan and several U.S. states and in wild moose in Colorado and Wyoming. Surveillance for Chronic Wasting Disease in Ontario deer began in 2003. All dead elk recovered from the wild are also tested. Testing takes place at the Animal Health Laboratory at the University of Guelph, where brain and lymph node tissue from recently deceased animals are examined. The disease is similar to bovine spongiform encephalopathy in cattle, also known as BSE or mad cow disease, and appears to be caused by an abnormal protein called a prion, not a virus or bacteria. Prions are concentrated in the animal's brain, spinal cord, lymph glands, tonsils, eyes and spleen. As a precaution, the Canadian Food Inspection Agency and World Health Organization advise people not to consume animals known to be infected or that appear sick. For hunters who wish to wait for the test result before eating their venison, the results will begin to be posted on the ministry's website in December. Government efforts are guided by the Ontario Chronic Wasting Disease Surveillance and Response Plan, developed by the Ministries of Natural Resources, Agriculture, Food and Rural Affairs, and Health and Long-Term Care, together with the Canadian Food Inspection Agency. The plan identifies the risks to wild and captive members of the deer family associated with Chronic Wasting Disease and provides for multi-agency coordination in prevention, surveillance, control and eradication, recovery and communications. The firm's former chief executives have populated the highest echelons of American government, which has turned around and given Goldman -- and its partner in the current financial collapse American International Group (AIG) -- billions of dollars in taxpayer money. Now, as bonus season draws near, Bloomberg News reports that nervous Goldman Sachs partners are arming themselves. According to Bloomberg, some senior Goldman bankers are applying for gun permits ahead of the holidays for fear of the public's reaction once they start receiving their year-end rewards What Goldman execs need to remember is that the firm wouldn't be doing so well if it weren't for the public's munificence. After all, $12.9 billion of the AIG bailout money went to Goldman. And it is still enjoying $52 billion in low-interest loans from the U.S. government to finance its trading profits. I am afraid the guns won't protect these Goldman partners. Const. Scott Dugdale was put on administrative duties last week after an Ontario Court judge suggested he be investigated for punching Joel Klassen, who was acquitted of assault and resisting arrest. Faulkner said he decided to file a chief's complaint under the Police Services Act Monday after reviewing the court transcript of Klassen's trial and particularly Dugdale's testimony. "I suspended him and relieved him of all duties as a police officer," he said. The investigation has been handed over the professional-standards branch. Dugdale will be paid while under suspension. He testified in Ontario Court he yanked Klassen out of his car at a railway crossing on Adelaide Street last April after Dugdale said he believed he was seeing "a rolling domestic" inside the car. Dugdale had just come off duty and was following Klassen's car and said he thought he could see the driver punching the passenger. Both cars stopped for a train. Dugdale called dispatch, then walked to Klassen's car, unlocked the driver's door and pulled him out. He said Klassen was under arrest and began to punch him repeatedly. Klassen testified he didn't know Dugdale was a police officer and fought back until uniformed police arrived and took over the arrest. His girlfriend, the passenger in the car, told Dugdale and the other officers Klassen had not touched her. She had no injuries. Klassen suffered bruising and cuts to his face. Faulkner could not predict when the investigation would be completed. Dugdale has been charged under the Police Act before and received a conditional discharge in court for striking a man who could not give a breathalyser sample. He recently completed another hearing for insubordination and lost banked overtime hours. Comments; 30 - Interesting reading!! As this information is contained in the licensing system, only a tiny fraction, those few non-restricted firearms, will be unavailable to police services. Over 90 per cent of the information requested will still be there. Not all police view the registry as a helpful tool. The website of MP Garry Breitkreuz contains over 40 pages of police testimonials attesting to the uselessness of the gun registry. The Saskatchewan Federation of Police decries it as a waste of money and the Canadian Police Association has refused to make a statement about Bill C-391. They're deferring it. But it's unclear why the Conservatives are doing so. The Liberals are opposed to the deferral. And I don't think they know why. The legislation was initially brought in by the previous Liberal government in 2004 and was supposed to come into force on April 1, 2006. The regulations would have required all imported firearms to be marked with the letters "CA" for "Canada", as well as the last two digits of the year of import. The Conservatives say the law is redundant because all legal firearms can already be traced through their serial numbers. So year after year, the government has issued new releases trumpeting how it "Defers Ineffective Firearms Marking Regulations". It's enough to make one wonder why, if it's so ineffective, the government doesn't just trash the law instead of deferring it every year. In any event, this year's deferral was brought to my attention by a Liberal. Intrigued, especially after the recent gun registry vote, I decided to call the party's public safety critic, Mark Holland. The Liberal MP from Ajax-Pickering says the government is trying to remove all forms of gun control. Holland says he believes these continuous deferrals quietly satisfy the Conservative base, while not raising the ire of gun control activists the way it would if the law was permanently scrapped. As for the argument that authorities can use serial numbers to track weapons, Holland says "the serial number can be modified or altered where the firearms markings cannot be tampered with that way." I asked how. Holland replied he didn't know. Curious, I scoured my sources for information on what these markings look like and how they might be more resistant to tampering. The thing is, since the regulations never came into force, no one knows. My last resort was the non-partisan department of public safety. Confident someone there would have the great institutional memory to think back to the deep, dark history of 2004-05 (or at least find a news release), I submitted my request at the end of the day on Monday. I exchanged emails and spoke to the public relations employee. I checked in twice more yesterday... nothing.
