It needs to do much more, including limiting recreational motorized access to grizzly habitat on forestry and oil industry service roads. In the absence of any formal policy to decommission unused roads, or to restrict access by mandating gates on industrial backcountry routes, the government should bring in a five-year grizzly hunt moratorium, as proposed by the Alberta Wilderness Association. Proponents of localized hunts argue there are geographical pockets where grizzly numbers are high. Many of these are unsupported by fact. "The more we put people in areas with bears, the more encounters we will get," notes the wilderness association's Nigel Douglas. "We need policy based on science, not just anecdotal encounters with bears." In areas such as Grande Cache, where higher grizzly numbers are not in dispute, Douglas says it still makes no sense to kill the bears. "We are holding the front line on a declining population. To pick one area (for hunting) where they are healthy doesn't make any sense." The Alberta government, after years of reluctance, declared grizzlies a threatened species last year. Already sensitive to international backlash on its oilsands environmental policy, the government would be foolish to invite a similar public relations nightmare by allowing localized hunts on a threatened species. It similarly invites annual environment angst by deciding on a hunt on a year-toyear basis. Alberta's grizzly population is not going to magically rebound next year, or even the year after that. Rather than suffering the annual agony of controversy over whether a hunt will be allowed, the government should simply institute a five-year moratorium and deal with the issue of motorized access. According to the 2010 provincial status report, "A large area of grizzly bear habitat, particularly south of Highway 16, currently appears to be a population sink, but could support a self-sustaining population if human-caused mortality was reduced. "To reduce mortality, motorized access to bear habitat must be minimized and human activities that lead to conflicts with bears must be mitigated." Even with a suspended hunt, grizzlies in Alberta continue to die at an unsustainable rate due to factors outside of hunting, according to the wilderness association. Last year's provincially commissioned grizzly status report confirmed this. It noted that 4.2 per cent of the total grizzly population in Alberta died, citing a 2.8 per cent mortality rate as sustainable. Managing bear attractants is another key issue, including community-based efforts for proper carcass disposal of livestock that offer economical solutions for ranchers. Says Douglas: "To some people (the solution) means go out and kill bears rather than managing things that are attracting bears." We are not an anti-hunting newspaper. Far from it. Hunting plays a vital role in managing wildlife populations. Danged misguided fools!!! Yep, shut down all those seasonal and logging roads that 'we' paid via grants to forestry and logging companies, etc. to build. Ontario's MNR used to have a policy to at least marginally maintain them even after their original use was not needed. Many are now numbered 'fire-roads' by MNR. They were invaluable back country access routes for fighting forest fires, for search and rescue of lost back country hikers, etc. Locals used them for hiking and bike riding and access to lakes for fishing; hunters also used them and them later ATVers, etc. when motorized recreational activities became popular. They were very popular with and used by trail bikers and ATVers, albeit not always without problems with yahoos who strayed off road. In Ontario, complaints from 'passive' users often led to closing these access roads to motorized users. The most severe issues, invariably were caused by folks with off-road, high rise pick-ups, Hummers, etc. (Can you imagine having a $65,000 1-ton diesel powered pick-up you use to haul your $55,000 Hummer north in an enclosed $30,000 Wells Fargo trailer - to go off-roading? There are southern clubs of Big City Urban Elite who do this. You can stay at Shania's very upscale Deerhurst were Harps held the G-8 - and rent a Hummer for a back country trail ride) The point is, access with motorized users is largely a non issue with wildlife. One causes less stress to deer, moose, bear, etc. moving through the back country on an snowmobile, ATV or skidder than by walking. I've had to nearly push deer off a snowmobile trail while driving a trail groomer pulling a drag. I've had to turn around and retrace my route on a snowmobile because a moose would simply not get off the trail. I've ridden past moose and deer on an ATV and could have touched them with a rifle. Almost similar experience with black bear; I've ridden up to them sitting on a trail and had to stop, stand up on the ATV and yell and wave my arms to get the buggers to move. Recreational back country recreational use has little impact on wildlife compared to clear cutting, an open pit mine or installing an oil or gas pipeline. Alberta users need to protest this. How about an ad campaign showing an bear, elk, moose, etc. laughing hilariously at some bonehead half-buried in a mud hole. The law requires that the survey be repeated every five years. This year's survey itself will be conducted by the U.S. Census Bureau, and will involve interviews with people in approximately 53,000 households. From the P.R. Newswire: "Participation in this survey is important because the results help us better manage our natural resources and to understand the demands being put on our wildlife and their habitat," said Robert Groves, director of the Census Bureau. "This is one of the many surveys conducted by the Census Bureau for other federal agencies." The information collected for this survey focuses on individuals involved in fishing, hunting and other wildlife-associated recreation, such as observation, photography and feeding. The latest data from the survey show that in 2006, more than 87 million Americans 16 and older enjoyed some form of wildlife-related recreation and spent $122 billion in pursuit of these activities. The questions ask in which state these activities occurred and focus on such items as the number of trips taken, duration of trips and expenditures for food, lodging, transportation and equipment. Federal and state agencies use this knowledge for conservation efforts and to maintain areas where we go for outdoor recreational activity. Preliminary survey findings will be available in summer of 2012. The final national report will be issued in the fall of 2012, followed by a report for each state. Having some jihadis use a chanting crowd of 3,000 for cover is pretty easy. The UN envoy says that the Gurka guards were under orders not to fire on civilians. Since the Taliban/Al-Queda don't wear uniforms that doesn't leave them many types of attackers they'd be allowed to shoot. That the staffers, themselves were unarmed, made them easy targets. At least the UN hasn't decided to flee as they did in Iraq.
