He says Mantler's commands to Tavares were incomplete and vague and may have left Tavares confused about what Mantler wanted, adding there was nothing to suggest Tavares was refusing to co-operate. Lane stated the kick to Tavares' face was not justified considering the potential risk threat to Mantler. He also told the judge Mantler put another officer in a dangerous cross fire position when pointing his gun at Tavares, adding the officer's notes following the incident were surprisingly sparse on details. The National Park Service donated nearly 600 pounds of ground venison to a D.C. community kitchen earlier this week from a controversial hunt to control the area's deer population. Twenty deer were culled from Rock Creek Park in Washington, D.C., in March as part of the park's new deer management system, according to the National Park Service. On Wednesday, D.C. Central Kitchen posted on its Facebook page that it would be using the meat to prepare a "hearty venison and black bean chili." "We love sending out local produce and meat in our meals and that's about as local as it gets!" the post stated. The deer meat will provide 2,500 meals in one day and is scheduled to be served early next week, Stephen Kendall, D.C. Central Kitchen's procurement manager, told the Washington City Paper. The venison was tested for chronic wasting disease, a neurological disease that is fatal to deer, but not known to be transmitted to humans, WTOP reported. The hunt drew protests from some area residents and animal rights activists who lost a court battle to stop it, according to the Washington Post. The decision to allow trained sharpshooters to cull the deer population was a result of the negative impacts of the animals on the park, the National Park service said. "Their numbers have grown so large that they are eating nearly all the tree seedlings and preventing Rock Creek Park's forest from growing," the agency said in a statement. The park will host another hunt in the fall, with the ultimate goal of reducing the deer population from more than 70 per square mile to 15-20 per square mile. Mr. Tavares was pulled over by RCMP officers in Kelowna, B.C., in January of 2011. Police had received calls that Mr. Tavares had been firing a gun at a local golf course, and believed that he had been shooting at people. In fact, Mr. Tavares was doing his job - he'd been asked by the golf course to scare away birds that were gathering on the property, and was using shotgun blasts in the air to do so (to those unfamiliar with rural life, this is a fairly common, and commonly accepted, practice). The person who called police did not know that Mr. Tavares was doing his job, and the responding officers did not know that no person had been shot at (it was reported that no one was even there except Mr. Tavares). Officers had been warned that Mr. Tavares might be dangerous, and had also been advised that Mr. Tavares had already sustained a brain injury. He'd been in a motorcycle crash not long before. That explains why police were keen to detain Mr. Tavares, and detain him they did. But nothing can explain what happened after Mr. Tavares was pulled over: While two officers held their pistols on him, Mr. Tavares complied with all police instructions and lowered himself to the ground, slowly. And then a responding officer stepped forward and kicked Mr. Tavares in the side of the head with full force. Mr. Tavares collapsed, bleeding heavily. We know all this because it was captured on video. And it understandably caused an outrage. The police officer who delivered the brutal kick, Geoff Mantler, was investigated, and it was concluded that the kick constituted excessive force. He was charged, and initially pleaded not guilty to assault causing bodily harm. He later reversed that plea, and pleaded guilty. He also made an apology to Mr. Tavares. That's good. Mantler's decision to accept the blame and offer his apology should be noted. He also resigned from the RCMP - another good thing. But there's something else that needs to be noted: When Mantler is sentenced on Thursday, the judge will be asked to hand down a punishment between conditional discharge (a.k.a. essentially nothing), which is what the defence is seeking, or . probation. How about attempted murder? The only reason to kick someone full force in the side of their unprotected head with a jack-booted foot when they are completely defenseless is to kill them. A more appropriate sentence would have been immediate firing off the force, and 10 full years in the slammer before parole eligibility. Unfortunately this is anything but an isolated incident. It is part of a pattern of increasingly common demeaningly arrogant belligerence toward the public they are supposed to serve. It is another common scenario to have the police video and audio recording conveniently malfunction in these cases. Had their not been a motorist with a camera, you can bet hundred dollar bills against my horses road apples that Mr. Tavares would have been facing trumped-up charges to "justify" the level of force abused against him. When will the police be held to the same standard of civilized conduct as the rest of us? Until they are, the public has every right to express their disgust by word and deed. (fwd) Dear Sir/Madame, Elizabeth Renzetti points to what she imagines is "gun culture" as the root cause for the tragic incident of the five year old who shot his two year old sister. It was instead an abject failure in judgement. To provide a five year old with unsupervised access to a loaded firearm is akin to handing an AK-47 to a chimpanzee. Toy guns, in my opinion, are very dangerous insofar as it requires none of the disciplines and responsibilities, and actually encourages the type of "bang-bang, you're dead" play in the absence of any consequences, much like tv's constant portrayal of firearm abuse. Couple this disconnected view with the "guns are bad" culture which further deepens the mystique and attraction around them, while offering no modicum of protection against mishandling, and such tragedies are inevitable. Having taught many children how to safely handle real firearms (without incident), the first step is to ensure that the child is old enough to understand the consequences of an accident. It is only when a child is able to discern the difference between make-believe and reality that one can begin to build the skills and judgment required for responsible ownership. Until then, proper direct one-on-one supervision is a fundamental pre-requisite. Firearms, in spite of the fear, mis-understanding and rhetoric, can be a valuable tool to teach life skills to a youngster, and not just the harbingers of destruction Renzetti would have us believe. Regardless of whether a child properly educated in the ways of firearm safety chooses to continue in the sport, they have at least learned the rudiments of safety, responsibility and respect which form the basis for the real gun culture, and entry in to responsible society. The Washington Post survey posed the question this way: "Which worries you more: that the government will not go far enough to investigate terrorism because of concerns about constitutional rights, or that it will go too far in compromising constitutional rights in order to investigate terrorism?" Nearly half - 48 percent - said they are concerned the government will go too far, while 41 percent believe it will not go far enough. The rest said "neither" or had no opinion. As recently as 2010, a Post poll found that just 27 percent feared government will go too far, compared to 63 percent who said they were more concerned it will not go far enough. The new poll also disclosed that 66 percent of Americans believe "terrorists will always find a way to launch major attacks," while 30 percent say the government can eventually prevent all major attacks. Respondents in a Fox News poll also conducted after the Boston bombings expressed sentiments similar to those in the Post survey. The Fox poll asked: "Would you be willing to give up some of your personal freedom in order to reduce the threat of terrorism?" Only 43 percent said "yes," while 45 percent said "no" - the first time since 9/11 that more respondents said "no" than "yes" in a Fox News survey. "We must do everything we can to protect our families from gun violence, and that starts with making sure those who illegally carry weapons are placed behind bars," Taylor said. "This is common sense legislation and long overdue." In addition to meeting the needs of Philadelphia, this legislation will also help the counties surrounding Philadelphia. "This legislation will make the message loud and clear - if you carry an illegal gun in Philadelphia, you will go to prison. Just how much is the federal government overpaying? Milewski's report claims the typical light icebreaker Ottawa wants costs $100 million to $125 million apiece. Design costs run 10%-20%. So design should be somewhere between $10 million and $25 million. The feds are cutting Irving a cheque for $288 million. The overpayment, then, would appear to be more than tenfold. It's possible there is no overpayment at all. When the icebreaker program was announced in 2007, the cost for six to eight vessels was estimated at $3.1 billion; $288 million is less than 10% of that amount - or just about what is to be expected. But if it turns out the design costs are not outrageous, then the scandal becomes the building costs. How is it the Norwegians, Danes and Irish have all managed to buy the kind of ship Canada is in the market for for $100 million to $125 million while Ottawa is planning to pay between $400 million and $520 million each? Maybe the difference springs from Ottawa's insistence on building the ships domestically from scratch rather than buying vessels "off the shelf" from Norway, South Korea, Poland or some other nation with plenty of experience and capacity for light-duty military ships. Canada's ship building capacity has been on the decline for half a century, so perhaps the extra costs are, in effect, paying to reinvent the wheel here. (Or maybe that should be reinventing the rudder.) Even that would be a scandal. It would amount to bilking taxpayers nationwide to pay for regional jobs and bribe regional voters. Taxpayers shouldn't have to pay $3 billion for ships that could be had for less than $1 billion just to serve the Tories' political ends. This is an especial problem for the Tories, not because it is a unique waste of money. It isn't. All governments waste on a similar scale. It's the nature of governments at every level to be inefficient. They can't help it. But it is a particular damaging for Conservatives because voters elect them to be capable stewards of the economy and effective managers of public funds. Like the auditor-general's revelations this week that Ottawa in unable to account for nearly 25% of its anti-terror spending since 9-11 and that it fritters away $3 billion a decade on Employment Insurance overpayments and fraud, the Milewski report stings the Tories more than it would a Liberal or New Democrat government because it undermines the narrative at the core of the Harper government's electability. The Liberals and New Democrats could shrug off the ship-design report more easily because voters don't expect them to be good with sums. Voters don't pick Tories if they want more benefits and social programs, or if they're looking for more regulation, economic meddling, union certification, redistributive taxation or an expansion of the civil service. They sometimes get those things from Tories, such when the Harper government decided to buy a couple of car companies rather than let the free market take its course. But it's not what they're looking for. When voters are desirous of bigger government, they vote Liberal or NDP and know they'll have to tolerate waste and sloppiness. They switch to the Tories when the tire of poor management and high taxes.
